Additionally I'll check the event gallery for German when I can. It is possible we don't have it, or Pkhex is matching against the nonribbon one first and thinking yours doesn't conform (eager matching).
That is the confusion. It uses US/EU TID, but won't be released until November, and it is the first USUM Marshadow specifically. I wonder if other regions will get Marshadow for USUM! If they don't, this will be highly sought after.

Also the TID is 10/9/17. but it hasn't officially been released yet? I am kind of confused.
@Kaphotics was going to make it fishy for date checks but these days people request crazy dates for whatever reason. Because of the proliferation of dates outside of distro, or changing dates for hatching, there was no point in checking it.
@Scried, they check game sync id. If you don't have one then one is generated. I don't know much about the process either. If I had to guess, it's probably requested from the servers.
Gen 5 Force-Shiny Events use a specific algorithm. There are only 256 PIDs per TID/SID combination. You should take the wondercard and drag/drop it into PKHex where you want the pokemon, or use the mystery gift database. PKHex will generate fully legal Gen 5 events for you. Local has nothing. It literally sends data and let's the client deal with it, bad or good.
Server records: OTN/TID/SID/OTG. Possibly sync data and other stuff.
