No. It is illegal to share ROMs, modified or not. That's why ROM hacks are distributed in patches. -

pkmdb hosts 4th and 5th gen Pokémon. The GBA events it hosts are meant to be inserted into a 4th gen game, otherwise they would have a .3gpkm extension.
