I believe it depends on the 3DS region, not the demo installed on the 3DS, becaure there is only one version of the Demo. So, to recieve this Steelix it will be neccesary to change the 3DS region to Japan and play the demo and the full game on that 3DS until receiving Steelix (or using a japanese 3DS). In one of my 3DSs with the Demo already installed I created an Emunand and change the region to Japan and now the Demo in that Emunand it is the japanese version of the demo without language selector. I have not tested because I did this to obtain japanese exclusive Vivillon (I created a Japanese region emunand in one 3DS and american region in another to be obtain all Vivillon forms)

Articuno learns Agility at level 55 in gen1 but it learn the same move at level 25 in gen 2, that and Stadium 2 move reminder make it legal. Probably in a VC save, where it is not possible to use Stadium 2 move reminder, it will be illegal

Both Pokemon have RB Catch rate but Yellow level and encounter moves, that is why they are illegal.

Catch rate is one of the data used to determine the encounter except if you select to allow trade with generation 2. I can check what is the problem if you upload the pkm files.

The Met Date does no matter for legallity purposes with events because its value is based on the data from your console, even for traded in always online like Pokebank. That mean any met date is legal because you can change the date of your DS/3DS I think the met date could be illegal in gen3&4 if does not match a valid frame but i am not know much about legallity frames. In Gen5 probably for some encounters if the match is exclusive for one season the met date must match the season and some day&night encounters must match the time of day but maybe i am wrong because you can start an encounter and then pause the game for hours or days, at leats it could be a fishy validation

That is not true for gen 1 VC. Pokemon bank used different IV values when a pokemon was traded form gen 1 to 7 that allows legal shiny female of this pokemon. This was fixed with gen 2 VC release but that make legal any gen 1 shiny females if they dont have gen 2 moves or origin.

Because the met level is not really the met level for generation 3 pokemon after being transfer to generation 4 to 7. When a pokemon is transfer from a gen 3 game to a gen 4 game the met level is override with the current level at the moment of being transfer, the same happens between gen 4 and 5. That means the met level of your gen 3 pokemon in a gen7 savegame is the level when they were transfer to generation 5. Now the legality conclusion happens with the following logic. Your pokemon transfer level is lower than the minimun level to evolve, that means it was impossible to evolve it before transfer it to generation 5, and that means the evolution happens in generation 5, 6 or 7, the exclusive evolve move from generation 3 or 4 is illegal because the pokemon was not evolved in those generations.

PKHex have two legal modes for gen 1 and 2 save files. Virtual Console mode and GameBoy cart mode. When you load the crystal save the program uses the GBCartEra mode, because there is no VC Crystal yet. The differences between VC and Gameboy are not only Crystal, Pokemon Stadium 2 is only available in GB mode, that means in VC there is no move reminder. Of course the only trade available betwen gen 2 and 7 is with the Virtual Console games, that means any gen2 pokemon in sun/moon use the Virtual Console legal analysis.

Well, PID and IVs are also from cartridge games and you are changing that data, the differnt is that any SID changed would be legal (except for events, in game trades an other pokemon with fixed trainer data) but not any PID changed would be legal. Because generation 3 and 4 have a correlation between PID and IVs, PID and Natures, etc, but there is no correlation betwen SID and any other data (excep for GameCube starters) But in real games, with RNG Reporter, given the limitation of the RNG generation you must assume probably the PID you want that makes exactly the IVs Nature and Shiny of your pokemon...probably is impossible to generate, the rng limitations make not every combination legal. T This means is better to reduce the limitations searching for a PID in the range of non-shiny, that means there are more legal combinations for the values you want, and any legal non-shiny PID have 8 possible SID that make the pokemon shiny and legal. If you still do not want to change the SID then you must sacriface other data, make the pokemon with not exactly the same IVs, or with another ability, gender, or nature, because all of this data is related to the PID and not every combination would be possible. Changing the PID to make the pokemon shiny and legal without any other data except PID in most cases would be impossible. -

It would be easy if you make a Non-Shiny PID and after using this PID and IVs in your pokemon you make it shiny changing the Trainer SID, to do that you just need to control-click the shiny button, the program will change the SID to make the pokemon shiny instead of chaging the PID -

To fake the trade between gens for your Raichu you only need to export the PK2 file, open a generation 1 savefile and move Raichu to that save, then export Raichu from gen1 as PK1 and import the PK1 file into your gen 2 savefile. That will wipe out any data from gen 2 that does not exits in gen 1. -

About the encounters for PKHex a hatched egg is just another kind of encounter like any other wild pokemon encounter, if the program tells it cant find a valid encounters it means the pokemon seems illegal with every possible encounter, including a hatched egg, this not means any hatched egg will be illegal. For a legal hatched egg pokemon PkHex will tell the source is an egg encounter. For more help you can upload the pkm files and we look why the are marked as illegal. About the female trainer error the program is probably cheking first for crystal encounters and after that for gold/silver encounter where female trainer is illegal. About the Togepi egg met level keep in mind just because the egg hatch at level 5 does not means Crystal stores level 5 as met level for eggs, i think met level in generation 2 is stored as 1 to differenciate hatched pokemon from wild pokemon Also about your Raichu moves you are wrong in one thing, the Gen 1 TM move is illegal for your Raichu. Your Raichu was originated in Crystal, that means it have a met level and met location, but the met level and location data only exits on generation 2 games, when you trade a pokemon from generation 2 to generation 1 the met data is lost, and when the pokemon return from gen 1 to gen 2. Your Raichu have Crystal met data, that means it have never been traded to a gen 1 game and then it cant have any gen 1 tm moves. -
Let me explain what means all the Generation 1 prompt VC: Pokemon legal for VC games, that means only pokemon that could be obtained in the Virtual Console release are legal, that exclude any pokemon from generation 2 (until VC2 release) but also events from the GB Era and Pokemon Stadium gifts Phisycal Cart No Gen 2: Is just like VC but allowing Pokemon Stadium gifts. This means only pokemon possible in generation 1 games without using generation 2 games are legal. Phisycal Cart with Gen 2: This option is the most complete one, allowing all generation 1 and 2 games and Pokemon Stadium 1 and 2. About Generation 2 The common mistake is to think the only thing included allowing gen 2 games are gen 2 movesets. No, there are more changes that could make a pokemon legal if gen 2 is allowed but illegal without gen 2, even without using gen 2 moves. First, keep in mind there are pokemon that can be obtained at a lower levels in gen 2. For example, a level 5 vulpix is not legal in generation 1 without using gen 2 games. Second, and this is what make illegal most of the hacked pokemon the people try to make for gen 1, is the catch rate. The catch rate is stored on the pokemon and the same data is used by generation 2 to store the held item. But in game is not possible to change the stored catch rate/held item in a gen 1 game, that means a gen 1 pokemon that has not been traded to generation 2 should have the exactly catch rate from its encounter. For example a Buterfree should have Metapor or Caterpie catch rate. If the catch rate is 0 or matches another generation 2 held item is illegal if generation 2 tradeback is not allowed in the legal analysis. Third, in game trades. Just like the first point, generation 2 allow legal pokemon at lower levels, and that make legal some trades with lower levels using generation 2 pokemon. Also about Mew events, the VC Event should be legal on VC saves only, and GB events legal in GB Carts, but GB Era Events are not yet implemented in PKHex.

In fact the fatefull encounter flag in generation 3 was called obedience flag. It's purpose was to make some pokemon, Mew and Deoxyx, always disobey you if they dont have the flag, not to identify an event encounter. That is why only Deoxys and Mew retain the flag, they are the only pokemon who needed the flag in generation 3 -

I think the Fateful Encounter should not be checked if the egg has been hatched, because when you hatch a Fateful Encounter egg in a generation 3 egg the game delete the Fateful Encounter flag. At least that is what happens with Pokemon Box eggs -
You can't backup GBA VC save files with JKSM, GBA VC does not work like GB and GBC VC, those games are run in 3DS via a emulator that read the game and the savefiles from different files that can be readed by JKSM, but GBA instead is run natively on the 3DS simulating a virtual GBA cartridge, the game itselft is not running in an emulator, that is why you cant access the HomeMenu in GBA mode To do that the data of the game and the savefile is stored together and cant be extracted with JKSM, there is no indpendent save file to extract in the first place. To extract and inject the savefile you must use instead GodMode9 https://3ds.guide/godmode9-usage The section you want to read is "Backup GBA VC Saves"

Probably the problem is the pokeball. A pokemon hatched from an egg in generations 3, 4 or 5 should be inside a normal pokeball.

You can use the legal analysis of PKHex with VC games, only keep in mind if you mix in the save save pokemon from GB cart and pokemon from VC games the fact that some of the GB pokemon are impossible in VC games and will be flagged illegal. Also you can wait until September. Gold and Silver will be released in VC making pokemon like this legal by the fact that trading to gen2 and changind the held item will be possible in VC. The only illegal pokemon in VC games will be any crystal exclusive pokemon...that should wait until VC crystal release.

Is very important when we talk about generation 1 legal and illegal pokemon to specify what option everyone is using. Because this pokemon are legal in GB savegames but illegal in VC savegames. A generation 1 pokemon have a default catch rate/held item when captured, it can be changed only after being trade from gen 1 to gen 2, without gen2 the catch rate/held item is illegal if is changed. Also everyone keep in mind this is not an issue. There is no bug here. The pokemon uploaded in the first post is marked illegal in VC because it IS illegal.

When you open a gen 1 save game PKHex ask if the savegame is for virtual console games or for gameboy cart games. His pokemon and your pokemon is illegal if VC is selected. Remember generation 2 VC games does not exits yet. What you have done is to put the pokemon in generation 2 and change the held item and put the pokemon back in generation 1. That is illegal because you can't change catch rate/held items without a generation 2 game. The only legal catch rate value for generation 1 VC games is the default catch rate, 45, that value is equivalent to Bitter Berry held item in generation 2 You can try to make Hitmonchan legal changing the held item in generation 2 to Bitter Berry, that is the default item that a generation 1 Hitmonchan have when is traded to generation 2

Your hitmonchan is illegal, it have 120 in the catch rate value . Hitmonchan catch rate in generation 1 is 45. Catch rate is used in generation 2 to store held items but if the pokemon have never been traded to generation 2 games, like an VC pokemon, the catch rate is only valid if it match the catch rate from the species at the moment of being captured. In fact PKHex discart any encounter that have different value that the pokemon

Okay, the message is wrong but with the current moves you have the pokemon is illegal and the move Recycle is illegal, the message should only said that the move is invalid because now PKHex check both possible egg encounters ( Munchlax and Snorlax) instead to check only one and find incompatible moves combination. The program first check if the pokemon could be a Munchlax egg, and because is illegal as Munchlax egg it continue checking with an Snorlax egg, and here it said Recycle is illegal because is a Munchlax only move, impossible with an Snorlax egg. But you want a pokemon hatched as Munchlax. Why is illegal as Munchlax? Simple, it should have 4 relearn moves, your pokemon only have 3. Munchlax level 1 moves are Last Resort, Recycle, Lick, Metronome, Odor Sleuth and Tackle, that means is impossible for a Munchlax egg to be hatched with only 3 moves. Just add to the pokemon one more move from the base moves and it will be legal. For example Odor Sleuth, Tackle, Recycle and Curse.

I thought the Pokegen calculator for wild encounter was correct. And i maybe it was very clear in my post but i do not say Pokegen is valid to create a PID for an event pokemon, i was talking mostly about static and wild gen3/4 pokemon with ABCD PID-IV relation. Pokegen have a caltulator for ABCD PID-IV, if ABCD PID is calulate in Pokegen for a wild encounter where PkHex check legal with ABCD relation, it should be legal.
