There is no certain "legal date". Each date between January 1, 2000 and December 31, 2099 is actually legal because you can freely change it in your console's system settings. You can use suloku's Gen 5 Save Tool to inject Spinda into your Entralink Forest and catch it there legaly.

I caught it on my 4th PT of Colosseum because I needed a bold Suicune for the battle tower in Sapphire/Emerald and a YouTube friend said getting a legit, bold Suicune was a "dream". So I took it as a challenge. When I started on my ribbon master journey, it already had the battle tower ribbon and was special to me because of the work I put into it already.

I was wondering if anyone has found evidence of a debugger Relicanth in Pokemon Emerald. The only evidence I have for the possible existence of this Relicanth is from the english version of the Official Pokemon Emerald Guild on page 9. According to the book this is the information for the Relicanth; Name: RELICANTH Gender: Male Ball: Ultra Ball OT: Debug P (Male Trainer) ID: 65066 Ability: Rock Head Nature: Naive Met: Littleroot Town at level 2 I have provided pictures of the book and the Relicanth if it helps at all.
