@wo0ts the "fateful encounter" flag isn't data that belongs to Gen 1 And Gen 2 data structure. So any Mew or Celebi that manages to pass PokeTransporter from those gens will get it!

If I'm not mistaken PKHeX uses computer date. Change your computer date to the date you want, then launch PKHeX and import the wondercard.

Own Tempo Rockroff cannot evolve into Midday or Midnight forms.

It won't evolve outside that window.

If you soft resetted in the game, there's a chance you can encounter it shiny.
