That would certainly be an effective way to distribute it, though I don't think it was on both servers (I think it was only on X; I can't check that right now)

I haven't heard about "unable to redeem from Bank hence from serial code" reports, and furthermore it was free for bank (I don't even think you needed an active subscription), so people were able to format their 3DS to get new NNIDs and farm the Celebis, so it's not even behind a paywall ><

still, it would be interesting if it was indeed for that very purpose, just that maybe nobody reported it

Breeding it won't pop up more surfing pikachu. (that's not how breeding works).

Pikachu isn't genderlocked.
The one I uploaded is female, and in the images, you can see my personal shiny one is male/

I'm sorry but that's a Citra problem, so I won't be able to help there.

Additionally, it would be remotely insane for anyone to keep making save files per story checkpoint when it crashes.

I recommend buying a first hand or second hand 2DS. Those come rather cheap now.

You need to be able to extract and import your saves from your NDS cart, via homebrew or flash cart.

Yup, I don't recommend injecting this for US console, as this serial code event is region locked to JP 3DS.

Also, this event does not have an international counterpart.

You could just have another Pokemon in a non-game sync game hold the bottle cap, then trade it over to your main game.

Hinging on technicalities here, the serial code is from Nintendo Zone.
There are events (such as in Japan) that the Pokemon can be received in-game in the "via Internet" option, at specific Nintendo Zones.
