In that case right click the plugin file, go to properties and check "unblock" (as seen here). If the checkbox is not there, everything should be fine. Also HOME update isn’t supported yet too. So anything HOME recently transferred would look illegal. Wait it out.

I’m a little new to it so I don’t know how often updates typically take. I assumed there would be an update at some point but I want a Diancie to cheer my brother up a bit since he hasn’t been doing well and I just wasn’t sure how long it would take for an update. Plus, no harm in trying to see if anyone has a version that would work.

PKHeX has not yet been updated for HOME transfers in to Scarlet & Violet. Wait for it to be updated. The HOME update has only been out for a day or so.
