Yup, OT and TID variable to some extent. Are you sure you've been reading the right posts, or the right information? VC Celebi is only legal on VC. PCNY Celebi is only legal on retail carts. You cannot officially cross a mon from the realm of VC save into retail cart saves, and vice versa.

yeah back in the day I needed an R4i dongle to dump my saves. and before that, some kind of NDS save dumper. It's pretty tedious. CFW on an existing 3DS makes it simpler..

If you're unable to transfer up to HOME through bank, 1) extract the saves, 2) dump the mons into a SWSH save (if the species exist in SWSH), 3) deposit into SWSH via HOME. https://projectpokemon.org/home/tutorials/save-editing/managing-nds-saves/

Just load the wonder card into the save. It's not that difficult. That's literally all I did.

You can get Regi Dolls from Japanese game that has them. Japanese game can get them by scanning e-cards. There are cheat codes out there to give you everything. These aren't as hard to find as you think... Sadly, looks like decorations aren't supported by PKHeX presently.
