What I think you're looking for is PKHeX which can be downloaded from the provided link. But, you'll need to hack your Switch first so that you can dump Let's GO save file. There are tutorials on Google or Youtube that can help you with hacking the Switch. However, hacking your Switch and going online with it will most likely get your Switch banned from being used online.

As far as the save editor not working, it's probably just me being an idiot. After all, how long did it take for me to figure out how to get to the Homebrew channel? Lol. I think the problem is Volt Tackle. It's an egg move, which Pikachu can't breed in the game. Also a move tutor move, but I don't think any in game tutor teaches it. While waiting for it to be fixed, in the mean time try going without the move.
