Not that I know of I used the Poké Classic Network in the past, iirc it should have the jap events. If you have a linux machine available you can also easily host your own server. Depends. Things like exclusive tutor and level up moves that require the Pokemon to level up / evolve will require a higher level prior to transfer. Same for Gen1/2. Can always brute force the lowest possible value yourself.
