Mewtwo is a static encounter, so it can have any DVs in gen 1 (theoretically).

The chances of a Shiny like this are slightly higher than that of other Mewtwos from generations 3 & onward, due to the fact that Special DVs are copied to both Sp. Atk & Sp. Def IVs during Transporter transfer of said Mewtwo (or other Pokémon for that matter). Sorry if I'm being a broken record, but I thought I'd let out my opinion on this...

This happens during Transporter transfer, not through other types of transfer.

There's an excel file from Collector Togami that highlights what Pokemon CAN be shiny from Gen I.

I wonder, does this apply to gen 2 shininess?

Also, why not ditto? Shouldn't one be able to abuse the ditto glitch for that? It's a glitch that was classically made with the red gyarados, but if you already have a 10/10/10/10 pokémon (say, bulbasaur), would that count as illegal? The glitch is less elaborated than the mew glitch in a way that it could happen without the player noticing, but I gess it's a glitch after all.

Even if the limitations were the same, a ton of Pokemon can be bred, so that bypassing the "wild Pokemon can't be shiny" problem.

While the process of getting Ditto to transform into a shiny Pokemon (preferably with mimic), then transform again, is convoluted,
it does result in a shiny ditto to be caught.

It'll be legal, since it isn't ACE or Trainer Fly related.

I was referring to the fact that pokemon bank screw up shiny formula and it's different from standard gen 2, I assumed the list is for the current gen1->7 shiny factor.

Until they fix the formula, Gen 2 Shiny Pokemon may become unshiny when transferred, and that sucks.

I seem to not be exaplining myself well:

Collector Togami's list refers to gen1->7 shinies that can actually be catched in game. The list covers those that will have shiny DV as per gen 7 current pokébank formula. What I'm asking is if the list is also applicable to gen1->2 shiny factor (unrelated to gen 7).

Example: caterpie can't be shiny for gen1->7, but can it be shiny for gen1->2?

Actually I'm looking for the article regarding that right now.

The reason for why Pokemon can't be shiny in Gen 1 (DVs wise) is due to some algorithm problem relating to DVs generation.
While Pokebank does use a faulty implementation of the shiny stats,
I believe the problem is the same when trading Gen 1 -> 2.

Simply put, it seems not possible for wild encounters to create the wanted DVs in Gen 1.

The article/post should clear the air, if I can find it.

edit:
I think  it's this, and the pastebin inside:
http://wiki.pokemonspeedruns.com/index.php?title=Pokémon_Red/Blue_Wild_DVs

edit2:
I just did a search in the Nidoran DV list,
and none of Gen 2 proper shiny DVs are plausible as well.

I believe my excel formula is working properly.
Check the filters, no "Y" means no shiny.
(ignore the "test", it's just to make sure formula is working)
Ignore the weird textboxes that appear,
it happens when copy and pasting the pastebin.

And possibly even vice versa (some non-shiny Pokémon might become shiny for some reason during transfer).

If they ever release gen 2 I guess they'll just fix the formula, you aren't supposed to trade back anyways, so your aren't supposed to know they screwed up.

If you think as @theSLAYER they are lazy what will they do? Well they'll fix the formula for Gen2 only. Pretty simple ^^

So keep your mons in Gen2 for now. And if they are stupid to keep it like that wait for Pkhex update to keep the Pokemon shyni after transfer.

If they do release Gen 2, it'll likely sport the trading capabilities like VC Gen 1 did,
which will include time capsule, for the fun of it.
(simply so that VC Gen 2 can complete Pokedex, gain access to new moves etc).

Meaning @suloku tradeback will be incorporated.

Any patch for PokeTransporter always took time.

Took them quite awhile to patch recognition of fake "XY" pokemon.

(there was previously a glitch where they allowed hacked Pokemon with X/Y as origin game to transferred up from BW/B2W2,
meaning that transferred Pokemon will have the pentagon)

as @jojo12100 said,
If you have Pokemon that can be shiny based on Gen 2 formula, don't transfer it.
Additionally, if you have Pokemon that can be shiny based on the flawed formula,
transfer it now.
