I wouldn't see why not. RNG'd Pokémon could be legitimately obtained in-game without resetting. Hacked Pokémon are obtained/made using external devices, like Action Replay. -

From my research, I'd have to download another ROM in order to receive different languages. As for the wonder card, I didn't make a backup, but using the data from the wiki changed the Used bit to Unused. -
Oh, it must be trying to restore to the Acekard. Since I misplaced my DS lite, I can't actually run the program, so I guess switch the flashcart as soon as possible, even before you tell it to restore.

Are you using a newer 3DS game? There's some problems restoring saves on some games, but that error message looks like another problem.
