Are you using the latest version of PokeGen?
Are you choosing the right game version in the Code Generator?
Are you choosing the right game locale in the Code Generator?
Is your Action Replay's firmware updated to the latest version (ARDS 1.71 / ARDSi 1.25)?
How many Pokemon are you exporting in one code?
1. Location changes to "Special Place".
2. OT remains as GAMESTP.
3. The shiny beasts activate Zoroark at Lostlorn Forest. Celebi activates Zorua at Castelia City.
The cats were available to all 4th Gen Games (DPPtHGSS). You're using an ENG cartridge, so the English cats could have been downloaded to your game before. Feel free to inject the Wonder Card into any of your games and get the Pokemon, it's alright.
PokeSav cannot generate legal shiny PIDs. Use PokeGen instead, a far better alternative.

But it was saved in PokeSav with all data looking fine? Weird, PokeGen should be able to open it. Could be a bad checksum, go to the Options tab in PokeGen and tick "Ignore Save File Checksum", then try again.
If you have the ability to pull your save, just open it in PokeGen and find your Pokemon.
If you don't, send the Pokemon to your PC using IR-GTS or equivalent.
With PokeDex entries for each? That means you can't inject them using AR/PokeSav/PokeGen. You're going to have to get someone to trade them to you, in that case.
You probably haven't installed East Asian Languages support for XP. Try using instructions from this link.
