I am a GIMP user myself, I think I understand how to use it for picture editing, I don't know how to make animations however. :( I will learn one day! :D

I have and used to use Adobe Photoshop CS2 for drawing and still use it occasionally if I need to put text or make a sig/avatar. Though now I use a program called Paint Tool SAI. It's not much a image manipulation program but it's more of a art/drawing type program which I like cause I draw a lot.

CS4, for when I need it. I'm hopefully going to improve a bit over the summer.

Adobe Photoshop Elements.

It issn't very good, the only thing i can do (or understand) is add text, lens flares, change borders, and hues.

I'm stuck with PSE 8 >.> It's really good, bu I feel like there should be more that I could do, mine is too tailored towards photography. Whenever I'm spriting, I use MS Paint, it's easiest anyway. Anything else I use PSE 8, but I'm gonna see if I can't nab PSCS4

I downloaded a free trial version of CS5 Extended, but I'll need to get a hold of a full version; and then some tutorials.

I've been fond of using Paint.NET. Doesn't take up too much Hard Drive space, and there are some nice effects to go along with it. One of my gripes about it comes to filling up anti-aliased transparency.

Graphics fuking Gale.

I am fond of it's right mouse click automatic color picker. Invaluable when pixelling.

Anyone else pixels or sprites here?
