The seller said he was scammed by the person who sold it to him, who told him it was a rare unused prototype.
He removed the listing once he found out it was only a fake made by someone. Nothing to see here unfortunately.

It's possible that I used an AR at one point on it, but I can't remember with that specific cartridge. I guess that'd be the only thing that could've caused it though.

Alright, save attached. I had assumed the problem wasn't on my part.
The cart and savefile are over a decade old, so I'm positive it's not a bootleg either if for some reason that would cause the issue.

PKHeX is detecting my Pokemon Ruby savefile as an Emerald savefile, whether it's directly from the cartridge or had been used in an emulator. It doesn't seem to do this with any other game, but I don't think it's a problem with my save.

Wow, you actually happen to have all 10 European carts, just what we've needed to finish off a complete compilation of all DS distro roms on another website. I'm not sure if you're even willing to dump and share some of these roms, but it would seriously be greatly appreciated if you would. We can't actually upload or link roms on this site, which is why we're compiling these on another site, but we can discuss it in detail via private message if you're interested.

If you have any European carts, then we could probably use the rom dumps. I've been in contact with someone who has all 16 US DS distro carts, and I've instructed him on methods to dump the roms, so I hope to have them by next week.
However we can't upload roms here, or even link to them, but I've been helping build the most extensive distro rom compilation over on another site that is ok with roms. I can discuss it more in private if you're interested or have anything you want to contribute.

What about gen 3, 4, 5 and 6 though? Couldn't the 10th anniversary Pokemon be used as Battle Tower mons?
From what I understand, Bottle Caps don't change the actual IV values, it's just kind of like a cloak that makes them act as if they were maxed out. So for example, a maxed stat of 31 would still be 24, just not act as 24.
I can't really tell if transferring to PokeBank is going to reset this or not.

I was curious if the source rom of the unreleased Meteor Jirachi is known, or was that something else that was made to be kept secret?
That pokemon has been a bit of a curiosity of mine lately, since I always found unreleased events to be interesting.

You'd probably just have to keep receiving the same pokemon over and over until it gives you a spread you're fine with. Basically like SRing for good IVs for legendarys in games before they were guaranteed 3 31s. But if you don't plan to keep it in Gen 3, then like Invader Tak said, you don't necessarily need worry about IVs.

The second VBA Link window will freeze for me when the ''Transferring...'' message from the first window of VBA Link disappears (meaning you come to the selection screen). I dont know if there is a solution to all these ''problems'', but its working more or less (at least for me).
I figured out that much. If you open the windows and roms in a proper sequence, it'll start to connect to transfer everytime. But no matter what, even if I close the first window after it says "Transferring", the second window remains permanently frozen. I have no idea how I got it to work that one time.
Edit: It looks that like after it goes back to the pokemon selection screen in the first window, if you select a pokemon again, it'll unfreeze the second window and will finish the transfer of your original selection successfully. Works every time. It's a little weird from the way it's supposed to work, but it does transfer in the end.

I just tried VBALink 1.8, and almost every case when trying to link with the 10ANNIV, the first window just starts lagging so badly that it's unusable.
However I do sometimes eventually get it to work without the lag and start multiboot mode, and right when it says it's transferring, it freezes the second window completely. I eventually got it to work once, but not again.
So in theory it should always work perfectly fine if it doesn't lag or freeze. It never lagged when I was trying to figure it out on 1.7, but there it just straight out doesn't emulate a multiboot link.
The Aurora Ticket works with 1.8 just as it did with 1.7, Mystery Gifts work fine. Your guide has all the steps right, it just seems that there is always a problem with the multiboot emulation. That's me though, you said it worked for you so idk.

Luckily, as you said, that particular person asked around a bit and then decided not to purchase the roms. And like everyone is saying, people should research before buying this kind of stuff, but right now any info about the public GBA roms is only in this thread, on Digiex, a couple obscure YouTube videos, and perhaps a few other places, and only for less than a week. With time, everything should end up alright for the most part. Besides, we're just assuming that offer to buy the roms were of these two, and that it was made with the knowledge they are in public access. It probably is the case, but we don't actually know that.

While making fake distro roms for fun and stuff seems harmless, the reason I'm against this is some may try to re-create roms seemingly identical to those that aren't public. If someone were to try to pass them off as real, or if a legit version would actually leak, in either case it may be hard or nearly impossibly to differentiate them. With the DS roms, the carts are a lot more common, so you could just get another cart dump. In the end I suppose this could all be solved if the rom's sources, for GBA or DS, are verified and are proven to come from the carts, though that can potentially be faked as well.
I've been talking with theSlayer about this though, and from what I understand making a rom hack of these is far from a simple task. We can also just make a tool that generates the pokemon the same way as the carts do, and not make an actual rom hack.
My proposal is if a tool to edit these distro roms comes to fruition, the fake roms need to have some kind of visible flag, such as custom text saying its a rom hack or something of that idea. That, and I do not think the rom editing tools should be public, ever. Regardless, that's just my opinion, but I propose and prefer the option of a custom tool with identical generation methods used in the distro carts.

Mine freezes constantly for no reason.The admin of the website that sold it to me said to get a new SD card. It's only 6 months old, I bought it for the R4 when my other SD cards didn't work. What? Am I supposed to buy a new R4 every 3 months? Yeah, it's kinda un-related but that's been pissing me off.
Make sure you have the current version of PKHeX and not one that's really outdated. Also, make sure the dropdown menu next to the file name when you're selecting your save says "All Files" or "All File Types" etc. If you're still having trouble I can try and help you troubleshoot via PM, because it works for me.

I can confirm that the labels are thin and delicate. Mine is half ripped and clearly shows that it rips much easier than the standard GBA label. It's similar to one of those really cheap water bottle labels that tear when you rip them off.

Also, you don't even need to have any tool in order to flash roms into dev/prototype carts. You could just spend ~$20 to get a cheap prototype cartridge and after you get the link protocol, you can have it implemented into a custom or a commercial gba flashcard which could be used for flashing the roms. There was a whole market for the protocol many years ago but it got shut down, possibly by Nintendo.
I think I've made my point of view clear before. There is no need for me to repeat myself.
I don't have much knowledge of these dev carts, but assuming the labels vary or aren't even on some these carts, wouldn't it be easier to spot a fake GBA distro cart if they don't have the DIP switch label on the cart? With a bit of public images, assuming the labels vary, that could clear up any legitimacy confusion someone could have about potential counterfeits.

I don't think he has any duplicates of the other languages, and I doubt he'd give me the roms.

For the record, the video is stating it was a "semi-legit" way, since it was actually made by Nintendo or GameFreak, just not ever officially used. Perhaps worded wrong, but that's what it meant. Of course it's not actually legit.
The video was quoting your translation, which seems to be the most accurate and comprehensible. Google Translate or anything else results in nonsense as you'd expect.
What's wrong with the timing?
