Post-Destiny Tower afaik. As for stealing Kecleon, it's the same as any other way of stealing.

So I'm pretty sure I have a bug. I got the quest for exploring Thundercap Mt but it instead points to World Abyss. I can't accept it either because the game says I've previously accepted it. I can't travel to Thundercap Mt. either. I can access World Abyss though.

Edit: I tried deleting the quest and refreshing the Spinda cafe until I got another treasure quest and it's the same quest which I still can't accept.
