Another Cune, this was traded from HG to Platinum..As well the first dog, flawless IVs...RNG Abuse or Hacked pokemon?

Then you can tell if a pkm is hack using the RNG reporter if Pokesav been created despite passing the LegitCheck as legal?

And as is find the seed of Suicune in question?

Entonces se puede saber si un pkm es hack por medio del RNG reporter si a sido creado con Pokesav a pesar de pasar por el Legitcheck como legal?

Y como se encuentra la seed de ese suicune en cuestión?

Legality Checker doesn't do RNG report verifications yet. I haven't had time to speak with mingot about getting it implimented properly.

EDIT:

According to the RNG reporter when I use it, I get a seed of:

C8080A94

and it generates:

Frame 5, PID 1097334330 on 10/07/2009, at time 00:00:08

Did I do something wrong?

kazumi is correct. It is possible to obtain Suicune on that seed, and many others as well. PokeRNG only displays seeds that match a certain constraint (like delay time) and it only displays one.

Imagine the RNG as a giant circle. The flawless Suicune is at one point of the circle, the seed is your starting point. You can reach that Suicune from any starting point if you travel far enough, but since that circle consists of ~4.3 billion points, it's best to start nearby.

I prefer RNG Reporter's Seed Finder with Open Search checked. It finds all the nearby seeds for any given spread, not just one.

Exactly my point. The date-PID relation exists, of course. But it can be used for legality checks only if OT claims for RNG abuse as method for getting the pokemon (not part of the data in PKM file). Then a "feasibility" estimation of this claim can be performed, which is usually based on ability to attain the required "Delay" according to RNG Reporter. For me this is inconclusive too. You could attain any required delay on emulator.

Otherwise OT just needs to claim for a random capture. My previous post shows a completely feasible set of conditions for such a capture. Just remember that people can take as much time as they want before pressing A/Start button at titlescreen, and that yes, it can be "exactly" the required time for an incredible capture.

So... to truly make a legit Pokémon, you need to use what's generated in PokeRNG? Just generating a legit PID doesn't make it legit?

No. As kazumi and I just explained in the last two posts, there is no way to determine legitimacy from the date and IVs alone. You can get virtually any set of IVs on any date. mingot (the RNG Reporter developer) will tell you the same thing.
