SSB and any other game update somehow prevents exploits from working, as they don't update the browser, or do something to it that renders exploits useless. You can try rxtools, its emunand supports 9.6.24. -
PKHex working is not dependent on 3DS firmware. The browser exploits that create files that PKHex can read and edit, is dependent on firmware. 9.5.22 can run browser exploits, any firmware later than that, including the pokemon patch updates themselves, stop the exploits.

Yeah, but sometimes the format looks exactly right, but still doesn't insert a move. Or just extremely similar that I think they're identical. It's led to copy/pasting over a random Smogon set to get the format correct.

I've had the same problem, plus the fact that the format of the text has to be very specific for importing. Even something that looks fine, doesn't come through, as in those that leaves an attack slot blank for some reason.

Again, a list would help. I need details, how many, what natures, what abilities. A general request like yours is frustrating to do, not worth starting until details are made known.

Hordes come up as the 5 pokemon edited into Petalburg Woods. I tried it with Liepard, the Legendary Dogs, and Moltress (seeing if HA's are unlocked with 4 of those 5 mentioned).

The pokemon games don't start without an SD Card. You can remove the update through the Data Management > Downloadable Contents setting, then download it again.

The funny thing is they can appear through the DexNav and not crash the game. Cool little cheating gimmick, doesn't help in terms of making these captures legal for online play, but that's what editing with PKHex is for.
