    If you want something that is cheap and will break and be difficult to use, get one of the R4 knock offs floating around. No new R4s are made because the company that made them no longer exists. Someone else can tell you what to get. But I always hear good things about CycloDS and Acekard.

    It's just to massively distribute cool Pokes. If you wanna do it yourself, Bond has made the pkm files available as well.

    EV training isn't hard at all. With Pokerus and the Power Items and vitamins it might take 15 minutes to train one Pokemon at most. It's perfectly normal to get the "blue screen" AFTER you go into the GTS.

    Stealth Rock, the most common move in the 4th gen game, basically destroys half your team.

    Bond generally doesn't level up or EV train his Pokemon. You might be better suited taking it to Pokemon Requests.

    Event Pokemon have to be manually added into legal.exe. Legal is mainly for checking all the hidden hexidecimal stuff and whatnot. If that checks out, and all the visual clues in the summary check out (Pokeball type, OT/ID, legal move set, etc...) check out, then draw the proper conclusion from there.
