Slayer is right. The push back list is written to at the time of receiving the distribution. It also only pertains to random events with multiple entries. Other repeatables also write but at the same time 00 00 it out because the "max" of 0 is hit.
It is not terribly important because the entries get deleted once you receive them all so there is no legality concern.
frame 1: *depressed* no one notices me
frame 2: is that person looking at me? *slightly excited*
frame 3: senpai noticed me! *clearly excited, possesses human to wave back*
Mimikyu in the 1st pic on the boat looks like it's giving off a sad look then when you slide to the next pic, he looks so happy to see you (it even looks like that person's hand waving is his!). XD
