The infamous Mew glitch and Celebi glitch can get you legal Mew and Celebi from VC games to transfer through PokéTransporter?

A Celebi and a Mew obtained through the famous glitches of Gen 2 and Gen 1 Virtual Console games can be transferred to 3DS games? If so, are they legal?

Since VC Crystal is not yet released there is no way of knowing if that Celebi can be transferred.  In terms of a Mew I'm going to lean towards because a Mew obtained using the trainer fly glitch in Red and Blue can't be transferred because the OT and ID of the Mew is checked to see if it matches the event Mew.  However, if ID and OT of the Mew is changed to match the event either through glitches or hacking the Mew can then be transferred.  By changing the OT and ID the Mew will be seem as legal by the game.  Now this is my personal theory about how the Celebi transfer will work but, I'm assuming that when Crystal is released later this month the Poke Transfer app will check the met information to ensure that the Celebi is from Crystal.

Can't be transferred if it doesn't have the correct OT and TID. (Only the Gen 1 VC giveaway Mews can be transferred)

People regard manipulated Mews as hacked, even if it is "technically legal".

No Celebi from Gen 2 is transferable at this point.

Any Celebi that isn't captured using the upcoming Crystal's Ilex Forest Event is considered hacked.

So there were events for Gen 1 and 2 from VC as well? When did they distribute Mew?

Japanese VC Mew distributed by trade at Pokemon Centers in Japan, for purchasing the limited clear editions of 2DS (file here)

English VC Mew was distributed at Sun and Moon launch event in UK, which people only got tickets via lucky draw, which was very hard to get in.
Done via trade again. (not much ways to distribute events in Gen 1 lol) (file here)

 

Anyway both events have DVs locked to flawless, so players were unable to be obtain them shiny legitimately.
(Poke transporter however accepts it even if the DVs are changed, so can be illegally shiny)
