It can be fished at lv10 in GSC that's why it is at this level but yes you're right the lowest level possible in Gen 1 is 15.

Yes,you're right, my bad, during my tests I have a wild Pidgey (which moveset was changed during gen2) and a wild Dragonair (which still don't pass don't know why). But researches still need to be done about the update of Pokemon Transporter.

Strangely my lv10 Dragonair still don't pass despite having the right moveset and no item. I think it's because underleved.

You're right, the moveset of Pidgey was changed in 2nd gen. Unfortunatly the Pokemon Bank says it comes from Kanto

I tried with a wild Pidgey from Crystal it doesn't work!

It works, but it's useless because the EV becomes 0 and there's a moveset checker so don't expect learn new moves to gen1 pokemon.

One day I should shoot a video to explain how bad is the event distribution policy for the reputation of ThePokemonCompany. Discrimination, Inequalities, Frustration, it gives the exact opposit of what they want to do. Yes Wi-Fi events are better but in fact it just discriminates the poorest and disconnected people. And they have the same policy problem with fan-made games, glitches and other reappropriations of their universe!

Don't fight us for predictions just wait 7 days and we'll know. But I think about the real bad buzz they'll have if restrictions are tough. And they don't want another bad buzz for Pokemon Bank, that can explain the delay of the release too, they want solid servers. Edit: Because bad buzz is bad for business and remember money rules the Pokemon world ^^
