The Japanese Vivillon can be female. The US one looks very much like the Paris one: always male.

In Generation VI, you get locked into a gender as soon as you download the Wonder Card. You cannot reset for gender.

Vivillon to be distributed to PAL region games from August 29 to September 8 (you can check countries using the PGL calender, but it's not perfect).

This Vivillon cannot be obtained if you have already obtained the Pokemon Center Paris or gamescom Poke Ball Pattern Vivillon. (The US and Paris ones also have the same WC ID, so this would also apply to the US one.)
