Yes, you have to battle Suicune once before you use the Re-battle Code and that goes for every Legendary Pokemon.

Suicune is seen in the following places and you must follow it if you wish to capture it. First, it will be found in the north of Cianwood City. After you encounter it there, you will then see it at Vermillion City once you get off of the SS. Ann and then you will shortly find it outside the entrance of Mt. Mortar in Route 42.

Suicune appears just east of fruscia city by the sea. That is thwe last place he appears before you can fight him in Cerulean City.

lol, it's okay, I had the same problem. I initially took the bike path to Fruschia city, so it was a pain trying to get suicune,but I'm normally thorough, so when I couldn't find him, I went back to doing areas I hadn't finished yet, and hence I stumbled upon him.
