<p><p><p><p><p><p>You do have the right idea. Agility does boost up Empoleon's dismal speed to acceptable levels, allowing it to damage opponents with high powered Hydro Pumps and whatnot. Especially when Torrent boosted, that thing will lay tons of damage and very few that isn't Blissey can wall that thing. Flash Cannon is a nice STAB move, but unfortunately, it doesn't really offer much coverage. Though once Fairies come into play, 120 BP move can become 240 against them, which is always nice. Aqua Ring, however... you cannot have both ways at this point. The Empoleon you have in mind is a sweeper type, where Aqua Ring is mostly useful for bulkier variants.</p></p></p></p></p></p>
