Pokemons from another regions in Firered

How can I legaly add pokemons not from Kanto region like feraligatr or girafarig? Error screen shows: "Encounter cannot be traded to the active trainer", I'm playing on Switch and I already have national pokedex

How can you legally obtain the pokemon without cheating? The only games available are FireRed and LeafGreen; if RSE/Colosseum/XD do not exist for transferring in, then you can't obtain that species.

Kaphotics They are in the in-game Pokédex. NPC trainers also use them. Plus, Google says they can be obtained through trading. I want my PKHeX not to flag them as illegal.

And how exactly would those games obtain them in trade? There is NO other game that FireRed and LeafGreen can connect to from the Nintendo Switch. They cannot interact with GBA consoles. They are isolated, they cannot receive foreign species, hence them not being legally obtainable. Being present in the save file is 100% cheating/not-legal, hence the message, and there is nothing you can do about it.
