then extract the save from the emulator. 
 

then open PKHeX, import the save.

mGBA usually creates a save file named *ROM NAME*.sav in the same folder of the rom file. You can directly import it to PKHeX

So now that I've edited the .sav and exported the said edit, how do I get MGBA to run the edit? I'm brand new to emulation and really only know how to get it to run the ROM and how to use the fast forward features.

Edit: I just figured out my own problem, I struggled with converting the edit to a sav file. ive done that so i dont need any help anymore.

Save states are not save files (save data). Save properly in-game so that the save file is correctly flushed to the storage device.

Save states are RAM snapshots of the emulator's RAM as it runs the game, containing everything about the current game play state.

Save files are the savedata binary that the game encodes to save its progress when the game/console is powered off, allowing it to resume from the Game Continue screen.
