It's not actually. The limit is simply the 2-byte space that stores the number.

2 bytes can hold a value up to 65,535, which is the highest you can hack a stat to be.

However, the game only displays 3 digits, so if you did hack the stat to 65535, it would display as "?35" where the "?" is either a question mark or a glitch character.

Similar to the R/B MissingNo. glitch that allowed over 99 of an item - it displayed a glitch block in the "tens" place since it's trying to display 129 in two digits.

The only way I know to do this is to hex-edit the stat value in, then use some program (not sure if Pokesav can do this) to fix the checksum, and only the checksum.

(Note: Pokesav apparently does not fix only the checksum. It might also force stat values back to 999.)
