Not according to the anime. All jokes aside, level one is indeed impossible.

No Legal Shiny Lugia can be obtained below level 40/45 (Pokemon Silver, after Bank update; Pokemon Soul Silver, pre bank update).

Lowest level possible is Level 5 (from Dream Radar), but cannot be shiny.

No, Shadow Lugia is XD only, and to be sent back to a GBA game it has to be purified

Still waiting for either a response to this or that lucky chance that someone puts a lugia up without asking for impossible or extremely endgame stuff (Usually both).

Also, while I'm here, can someone tell me how to access the Ultra Wormholes in U.Sun? I've only recently found out legendaries can be caught there, but I'm stuck either in Alola or in Megatropolis (Haven't defeated Necrozema yet), without the minigame.

Once you reach Altar of the Sunne/Moone, and go through the story cutscene, you already have access to the minigame.
Interact with the wormhole, and "Return to Ultra Warp Hole".

1. The game was inaccessible until I beat Necrozema for some reason, forcing me to either teleport straight to Altar of the Sunne or Megatropolis
2. Just wondering if anyone's up to the trade.
