Well a Flash Cart is a little cartridge exactly the same size as your normal DS cart.
The Flash Cart is able to play roms, music, movies, view images, and utilize Action Replay codes, although it's illegal...ish. You can make a legit Flash Cart by backing up the roms yourself, instead of downloading from sites.

But in that case you must backup the ROM files from your own authentic cartridges and the originals must have been destroyed in an indirect way not of your own doing.
EG: You backup Pokemon Platinum. You archive it. You are not allowed to use, copy or distribute it in any way. Your original is destroyed in a fire, oh noeeezz!! You are now allowed to use the single backup you made, but are not allowed to copy it nor distribute it. There is more legal information regarding this on the Nintendo of America website.

Nintendo allows us to use our backup copies in case the original got destroyed.
What about HG/SS? I doubt they would provide us a patch to allow us to play our backup copies of HG/SS.
