Probably the same for any other language to any other language.
This issue originally existed for LGPE too; based on my research (for LGPE), the game does not refer to usual location that has the language byte is stored.
So while that byte correctly shows the game language, editing that byte won't make a difference, as it is never referred to by the game again.
The byte that controls the language is apparently somewhere else.
If SWSH is anything like LGPE, chances are that byte is elsewhere as well
