I haven't been following the anime, so I assume it's something along the line that she caught it then it evolved afterwards? This screengrab shows that it indeed was met at lv 18, but it comes as lv 20. (meaning Mallow met it at level 18) edit: added english screengrab for clarity also, I read the synopsis for this steenee on Bulbapedia. Mallow met it as a Bounsweet in the forest nearby, and eventually evolved during a scuffle with Team Rocket, when trying to grab back Nectar that they stole. (that explains the Held Item)
