Bruno would probably own them all physically... but in a battle, you realize in the end Maylene's Pokemon will come out on top (thinking about Top Trainer Cafe lineup with levels 60 and over). I don't know Brawly's Emerald final lineup though. And Chuck... if only his Pokemon were higher leveled or had a bigger roster or even had his last name changed to Norris...
