Pokemon Red : Unknown suggested moves for Poliwhirl

Hello, I noticed PKHeX suggest me to use Rain Dance and Belly Drum, which are introduced in Gen2, which became Blank if I say Yes.

I don't know if it happen on any other moves or pokemon.

I noticed the same with Spearow and Pursuit

In Pokemon Blue, there is the same problem with "Charm" and "Sweet Kiss" moves suggested to Raichu

Same problem with Clefairy in Yellow
