It is only legal because in PKHeX's eyes, it *is not* a Pokewalker mon. It appears to be a cute charm mon. Pokewalker mons cannot be made shiny, period. In this case, there is no information tying it down to being a Pokewalker mon, hence why it appears to be something else.
