Pokemon Box Skitty Egg - Illegal

Hi, thought I'd report a bug. 

Skitty with Pay Day is showing as illegal from my copy of Pokemon Box. The rest of the Pokemon Box eggs show up fine, just Skitty seems to be flagged as the problem. 

Let me know if you need any more information.

Not able to replicate. They're in the encounter database with fixed OT names and PID types.

I can replicate it. This is a self-obtained egg. Are you loading into a Box save file?

Edit: I found the error. The Encounter Database is loading the wrong moveset order. It's currently loading Tackle and then Growl, but all of my eggs say Growl and then Tackle. Serebii's moveset order says the same thing.

Where are you seeing this? I see Tackle->Growl:
