How do I make the event with Celebi/GS-Ball happen in a GBC rom of Pokemon Crystal?

I'm gonna start a playthrough of Pokemon Crystal, and I want to make sure I'm able to get Celebi. The thing is, since he is an event Pokemon, I know I have to make the event trigger, but you know, its an emulator, and its not on Virtual Console, so, I don't know how to do it. I assume PKHeX has something, but I don't know how to make it work if it does.

Given the OP is asking about PKHeX:

Can get Kurt to return GS Ball via Event Flags
(Best part is you don't even have to give Kurt a GS Ball)

If you are interested in doing the full event including picking up the GS Ball from the Pokemon Center. Here is a link that tells you the right flag to set and it's location. Then after setting it you just have to try leaving the Goldenrod Pokemon Centre and a NPC will stop you.

I can't explain how much this one image just helped me. I wasted almost 2 hours trying different things to get this stupid Celebi bc I wasn't getting any ball from the nurse..
