In the image on the left, only the pokemon with several ivs comes out, but in the one on the right, all the ivs come out, the question is why in some, all the ivs that a pokemon has and others do not

Hovering lists imperfect IVs. Meaning the IVs that are not 31. The Mareep looks to be a 5 IV - Atk, while the Ledyba has random IVs which just happens to have a 31 in Sp. Def.

So I'm guessing that means that Mareep only had imperfect in Atk, and Ledyba had imperfect IVs for every slot.
