JP Shiny Kyogre and Groudon Serial Code

Looks like the upcoming JP Shiny Kyogre and Groudon events will be by serial code, so only JP 3DS will be able to obtain them?  Is this the first official shiny events for these 2 pokemon?  I think it a 'yes' to both questions, but I just wanted to confirm.  Thanks to all!

Serial code = region exclusive, yes. It is the first explicitly shiny distribution for both Groudon and Kyogre, yes. Note that they were both possibly shiny during the BW Super Strong Pokémon Campaign (PC Fukouka), though they'd be extremely rare.

Actually it's been confirmed that it's distributed at Pokemon Centers (probably via local wireless), game exclusive.

@theSLAYER, the blog post at Serebii specifically states SC redemption with dates. I assumed these were also taking place at PCs (among other locations) and not via local wireless. At any rate, the details are slim.

Well, it wouldn't be the first time they've ran serial code and local wireless events within close proximity.

best examples would be the anime pokes (vulpix/turtonator/steenee) and movie pokes (mew/lucario/charizard/piplup)
