First: I'm sorry, my english is terrible.

Today I received a
Beast Ball Rowlet via Wonter Trade. I was scared that it could be an illegal Pokémon. I checked in PKHEX and it was illegal there too.

But it is possible to have Alola Starters (and Chari
zard family) in other balls. Their origin is Japanese, by Moncollé Get. The site below explains how it works, basically you scan the QR Code and the Pokémon will be available in Island Scan. (you can breed it too)

The most notable Pokémons that can receive different balls now are: Rowlet, Littlen, Popplio, Charizard(Charmander/Charmeleon)

Scanning the QR code adds the data to your PokeDex, which allows you to find the Area where the Pokemon can be caught. The video example uses Pikachu, which can be caught in the wild. This does not activate Island Scan, which are a fixed set of Pokemon. Alola starters can only be in Poke Ball.

First off, as mentioned by @ReignOfComputer, Alola Starters can only be in Pokeball, as they can only be obtained as Gift.
When breeding with different species, female ball pass down.
When breeding with Ditto and Male starter, male ball pass down.

There's no possibility for non-Poke Ball.

Next, QR code mention.
Besides Magearna event, being a preprogrammed obtainable,
all other QR codes to date only add data to Pokedex, without actually giving you the Pokemon.

Those QR codes are the same as Ga-ore QR codes, only give data, no Pokemon given.

Also, if I'm not mistaken, even if it does give Pokemon, it's region locked to Japanese 3DS.
Your Rowlet is from US, hence I call it's bluff.
