I got the info on Kotone's team here. It should also be noted that this event is locked to JPN console and games, even if you were to go to a PC.

I previously went to a PC in Ikebukuro and using a US system, I could receive the Shiny Charizard and Shiny Pikachu.

(I would imagine that only serial code is region locked, not local wireless.)

This is what's stated on the official news.

which roughly translates to: "If [you] use a foreign-made Pokemon Omega Ruby / Alpha Sapphire, then you will not be able to receive [this event].

even if it uses nintendo zone... doesn't that just give you a code?

then you can use it on a EU cart as long as the 3ds is JPN

(boot with regionfree... HANS on a eu/us 3ds doesn't work since it doesn't detect any updates to the software so you can't even get to input the codes cause it'll give you an error saying you need to update)

You won't get a code from the Nintendo Zone.

Just connect to the NZ like any regular Access Point and you will be able to receive Tyranitar by using the "Get via Internet" option.

Previous NZ distributions worked like this as well.

I'm going to try and get multiple ones so I'll be able to compare them I guess.

I can atleast confirm that it doesn't work on other systems than JP, but if you boot your game on a JP device via regionfree from hbmenu, then it does allow you to get the pokemon.
