I previously went to a PC in Ikebukuro and using a US system, I could receive the Shiny Charizard and Shiny Pikachu. (I would imagine that only serial code is region locked, not local wireless.)

This is what's stated on the official news.※ 海外仕様の『ポケットモンスター オメガルビー・アルファサファイア』では、受け取ることができません。 which roughly translates to: "If [you] use a foreign-made Pokemon Omega Ruby / Alpha Sapphire, then you will not be able to receive [this event]. --- Looks like this one's a special case of region-locked wireless event.

GizmoTheGreen Posted November 7, 2015 Posted November 7, 2015 even if it uses nintendo zone... doesn't that just give you a code? then you can use it on a EU cart as long as the 3ds is JPN (boot with regionfree... HANS on a eu/us 3ds doesn't work since it doesn't detect any updates to the software so you can't even get to input the codes cause it'll give you an error saying you need to update)
BlackShark Posted November 7, 2015 Posted November 7, 2015 You won't get a code from the Nintendo Zone. Just connect to the NZ like any regular Access Point and you will be able to receive Tyranitar by using the "Get via Internet" option. Previous NZ distributions worked like this as well.

GizmoTheGreen Posted December 4, 2015 Posted December 4, 2015 I can atleast confirm that it doesn't work on other systems than JP, but if you boot your game on a JP device via regionfree from hbmenu, then it does allow you to get the pokemon.
