PID is a number generated based on the Pokemon's Gender, Nature, and IVs as far as I know. If you just click the 'Generate', the pokemon is not legal. If you use the 'PID/IV', it will make a legit PID for your pokemon.

The new VS Recorder might be able to, but otherwise no.

PID = Pokemon ID. Info on IVs, gender, nature, class, shinyness. Bred pokemon can use generated PIDs.

Actually it was originally called the PV or Personality Value. It determined the individual characteristics of the Pokemon. The PV and IVs make up the genetic code of a Pokemon and determine all of its characteristics it was born with.
