Both versions contain access to Lugia, however you may obtain it much sooner in Pokémon SoulSilver by obtaining the Silver Feather after defeating both Team Rocket and each of the Kimono Girls. Lugia will reside in the basement of the Whirl Islands at Level 45. If you are playing HeartGold, you must recieve the Silver Feather from Pewter City.
