e-Card Decoration Present .

What's the source for there only being 1000 copies in existence? The application flyer mentions that up to 100,000 people could receive a gift. Presumably they didn't actually get 100,000 applicants, but I don't know where the 1000 number would come from. (I tried to attach an image of the flyer to this comment, but it kept failing. Happy to provide it some other way.)

I don't remember where the 1000 came from, I assume it was copied from another post, but I can't find said post at the moment.

It looks like HaxAras has already uploaded the letter with his custom save with the dolls, but it is very low quality. If you would like, I can provide a scan of my COA Letter.

I own two cards, but only one certificate. Would recommend using Buyee to find a card/certificate of your own.

BRUH. Well the cards themselves seem to be in about every e-reader lot on Buyee, so head over there and set up some search alerts. 

You could get the special Pokemon e-Reader binder and just fill it exclusively with Deocration Presents XD

what key word do you use, is it typed in Japanese or English, and which part are you looking at (yahoo, mercari, etc) ? I've actually been using buyee for around a month, was looking for different retro things. Saw your comment, tried finding the decoration present, and I only see the super expensive ones.

So a disclaimer: That Decoration present in mint condition with the certificate was purchased on eBay for a small fortune. My second 'played' condition decoration present came in a lot on buyee for a few hundred (was a very good deal).

You will want to look on wikipedia for the japanese names of Pokemon Battle-e/e-Reader/Pokemon Colosseum/Decoration Present/etc and then search in japanese. Save several of these searches.

Another disclaimer: I found out about Buyee and got most of what I wanted BEFORE it was cool...the cat's out of the bag now, so competition is more fierce.
