Yes, of course. It has a Premier Ribbon. I can't seem to Link Trade it at all.

Okay, for future reference:

Every so often, TPCi/GF have issues with their trade whitelist.
Even when an event goes online, it seems like they don't allow it to be traded immediately.

Hence why it can't be traded. :/
