because, the event wasn't distributed to Emerald?

and Emerald uses a different system?

Eon Ticket is received on Emerald, by Mixing Records with a RS game that received the event from the e-reader card.

Yeah, took me a bit to finally find that on Bulbapedia. Makes sense. 

Is there a way to have this on PKSM on the 3ds?

We aren’t devs of PKSM. I’m unaware if they support Gen 3 wonder card injection.
