According to bulbapedia, it happened back in March and it's just another chance to get it again.

Some Japan exclusive events via Serebii:
Every year, in Japan when you go to the Pokémon Centers around your birthday, you are able to download a special distribution of a Pokémon. In Generation VI, these Pokémon were the Eeveelutions or Pikachu. However, the distributions for Pokémon Sun & Moon have been announced. From November 18th, you'll be able to go to the Pokémon Centers to receive a Pikachu, an Eevee or a Comfey for your games. We'll provide full details as they comeIn addition to this, to celebrate the revamp of Pokémon Center Sapporo, from December 1st through Janaury 31st, you'll be able to download an Alolan Form Vulpix in the Sapporo Pokémon Center

I looked at my Pokemon's HoF stats in the editor and some of my Pokemon that have 12 character long nicknames only display/allow 11, and also foreign Pokemon names need to be nicknamed after (un)checking the nickname box in which they shouldn't need to.
I'm using the latest PKHeX and a US AS save.
Sidenote: the offset 1F5FA is the number of PP Ups used which isn't included under "Stats" in the Trainer Info tab.

Only saw it for Japan listed in the OP and just saw that there's a dual pack in the US for 200 Pokeballs as well.

I'm not gonna be able to get this one tho as i'm going for the Steel Book edition on amazon.

They appear to be in decimal format from what I can tell.
Also, didn't think this was worthy of a separate thread but I found the offsets for the badge teller (the NPC that notes your Pokemon species that you won your badges with).

I saw someone also posted what seems to be this shiny Diancie on gbatemp a few weeks ago.
He claims he extracted it from a classmate's game and it seems to match what the above user described about the ID being 1071 and the info according to bulbapedia. If it's against the rules to post a link to Gbatemp, then i'm sorry and please delete it/edit it out.

I have managed to uncover the data on how it works.
Hopefully PKHeX/someone else can implement it into their program.

In The Games Department
Pokémon Omega Ruby & Alpha Sapphire - Psyduck
A new distribution has been announced. On October 16th, Junichi Masuda will appear at the Pokémon Center Skytree Town and during this appearance, all players who go to the store will be able to download a special Psyduck based on Masuda's Psyduck. A similar event was given at Pokémon Centers throughout March earlier this year.
Is it his favorite 'mon or something?

Serebii confirmed for US GameStop.
In The Games Department
Pokémon Omega Ruby & Alpha Sapphire - Volcanion
Another European distribution for Volcanion has been confirmed. In Denmark, the code for Volcanion will be distributed at Gamestop stores from October 1st through to November 23rd 2016. Further European dates are still to come, as are the dates for the US distribution in Gamestop so be sure to keep checking back
No word on Canadian EB Games but i'm sure it'll be announced sooner or later.

Was browsing Twitter and saw this and since no one posted this... yeah

Looks like it's a Serial Code distribution from October 1-November 30, 2016. So I believe someone like @theSLAYER can get it (Like he did for Gardevoir recently). I assume you have to pre-order Sun & Moon to be eligible for a code from October 1 - November 16.

I've discovered that offset 2741 is where the Surfing Pikachu mini-game score is located (Yellow only).
