Yea, you get Surf on Pikachu by using Pikachu in every match in tournament mode in Pokemon Stadium. Nintendo also had some events where they traded Pikachus with Surf, but those were only in major cities. I suck at that minigame though.

Playtime: 481:15 Seen/Own: 151/151 This is my favorite version and the only "cheating" that I've done are those mew glitches to get all 151 pokemon and encounter the ghost missingno. to duplicate my items. Party Pokemon (that I'm currently running around with) Level 100 Charizard, full 15 IVs, max stat beast. Took me 3 days of resetting to finally get full IVs. Flamethrower, Swords Dance, Earthquake, Body Slam Level 7 and level 26 Pikachu. Both are the same trainer ID, but only one follows haha. Both have Surf that I got from Stadium. Level 7 Mew (HM Slave) Level 100 Tauros (15 IV in health and attack, gave up trying to better in the Safari Zone) I have other level 100s, but they aren't full IVs. I'm still fishing for a full IV Starmie. Almost 500 hours of playtime and I only have 1 full IV pokemon to show for it.. not bad
