Hi, I have the same exact issue. My CIA file of Pkm Emerald on 3ds does not work with time-based events. I downloaded PkHex to do as you say, however, the app won't read my save. Do you know what the problem might be? I've also seen some people fixing it via the Super Ultimate Injector, which I might try if the PxHex solution keeps giving me problems.
