I am having trouble with getting the randomizer to keep legendary Pokémon as starters it keeps skipping to the next gift Pokémon that is not legendary any thoughts ?

I can't get the the randomizer to keep legends as starters it skips them and goes to the next Pokémon anyone have any thoughts how to fix this ?

So my shield is version 1.3.2 and when I randomize and put the file into my atmosphere/contents/ I start the game nothing has changed can you help

So I randomize just fine then put it on my sd card but nothing in game has changed any help ?
